Is there a way where I can create or modify or put "developments" in the units, and why not, in buildings?

Example: 50 Grunts cost of plastic and has slight damage. I would put them at a cost 100, moderate and even an evolution of it? Need not be visual changes, only changes in his data, such as attack or defense.

yes u can. u need to edit the maps with hex editors.
visit maps forums and download some maps to see for yourself.

basicly, no. unless u know how to Modify maps (like E]x[F Sniper) but that is in Hex. (which in english means, its hard)
