IT IS Possible to build structures out of bounds/off grid/un-accessible map parts?

IF YOU UNDERSTAND WHAT I MEANN?

If you modify a building's traction type then yes, I believe you can have a building construct where ever you like, provided the bulldozer can get there.

As for the grid itself, no, you cannot build against the cell layout.
I may not make the best maps, or be the best player, but I put a lot of time, effort, and care into my stuff. That counts for something, right? No.
