Can anybody tell me how to make terrain_custom.tga.

For example (2bench):

There isn't a way. You have to make it manually using a paint program or using traditional methods, such as pen and paper.

But if you do have an image you want to be your custom map, you can use a program to save it as a .TGA file without RLE compression. I recommend using paint.NET

I told you my computer can't run Microsoft. NET 4 and this application run Microsoft. NET 6 and system requirements not for windows xp 32-bit.
So can you recommend me for a application works on windows xp 32-bit.

If you want my honest opinion you are just crippling yourself using Windows XP. At least upgrade to Windows 7 or even Vista.

I do not know any programs that would work for this archaic OS, let alone one that I'd recommend. You have resources like Google, Bing, DuckDuckGo. Use them.
