The Website Has A Problem

I guess this website has a PHP problem. Somebody fix it... I can't fix it because I don't have permission to. I know some coding... HTML, CSS, JS, PHP and MySQl...

Also, this website has a problem on uploading photos. I can't upload photos bigger than 100 KB. It just says, "HTTP Error" and stops uploading. Thank you.
