if i install to my amrts and i play online, i will see all people black?

What do you mean? This mod applies to everyone, but only you will see it, because textures and models aren't exclusive.

No only you see them.

You will see them on all units, both ally and enemy, but it only works on your own computer. If someone else wants it, they have to download it themself.

I think he's asking whether every color will be wearing the same dark colored uniforms, to which I would assume the answer is no. Every nation will be wearing camo uniforms, but they will be in that faction's color.

Tommy, is it possible to also change the weapon texture color to match each faction, (green grunts use green rifles?) Looking through the files, I found, of course, only 1 image for each weapon, so I assume if this were possible, one would have to make a new weapon portrait for every color, but I haven't experimented to investigate this yet.

No, to do that would require you to edit the .god file itself, which is impossible.
