The streak is neutralized when a report has been reverted (Rolled Back). Roll backs mainly occur when inaccurate information is accidentally or intentional reported or point boosting has been detected. The streak of both clans and players involved get set to 0 for accuracy purposes. During testing, some of the streak numbers were not being reverted back properly so a quick fix had to be implemented. This is a minor issue as is hold no permanent value in your clan and will probably get fixed later on along the way.
After all this is still test website to perfect any bugs, glitches, errors.
