How to do this depends on what browser you're using, so I can't guide you exactly step by step, but there should be a guide somewhere if you just google. It's a very common thing you have to do so you'll find one easily I'm sure.

You aren't being banned or reprimanded. If you are locked out of your account, it may simply be an error somewhere on the back-end of the server. Google will help you even if you use a different language.
