does anyone know the unit sizes for the soldiers, vehicles and buildings in reference to 3DS Max ??

I am not sure. All that I know is that a cell of the terrain is exactly 8x8 in size. So for units which only occupy 1/4 of that space, they should approximately be around 2-3 units in length & width. As for height, you'll have to simply go with what looks good.
For reference, here is 7x7x7 cube seen in comparison to Sarge and a tower. Notice that it is slightly smaller in size than the 8x8 cell. Also bear in mind that you can directly resize .XSI models when importing them through the meshviewer. It may be easier to model a unit at a large scale, then scale it down when importing it to the appropriate size. (For example, 1/16 scale.)

My 3DSMax isnt working anymore, it just logged itself and now im in this never ending loop of trying to log back in, the keygen seems to be working, but everytime I log in, it goes back to this screen. IDK what to do, anyone else know how to solve this problem ??

Yes... this is the issue that I was originally describing before. You could try to reinstall 3DS Max again and use the keygen again, either with or without uninstalling first, I'm not sure.
