gu3 aead man did not report and he lost -x points, but rts-swat didnot report and he lost -2x points. why different rules for different person? is admin unfair?

We try and be fair to all. Sorry if you think the penalty was not suitable for you. But AeaD man already has his warning and he's going to get penalty as well if another topic of him not reporting comes on here.
