There was no rules made at the start of the game but he refuses to report cuz I used dum dums

We normaly ply sbs without dumdums you shud have stated that dumdums allowed

The list of rules have already covered this. There are no rules in any CW match, Unless your opponent ask to set certain rules and you agree to it. Once agreed i'd suggest to take a picture of rules being agreed and then take picture of victory as well.
